Blue Water Community Action is a non-profit community action agency serving St. Clair County, Michigan, whose mission is to advocate for and provide people with limited income an opportunity to become socially and economically self sufficient. The mission is achieved by providing a variety of programs and services to those in need.

Blue Water Community Action has provided a variety of services for over 50 years, these services include quality education to children 0-5 through the Head Start and Early Head Start Programs.

Blue Water Community Action also provides Homeownership Counseling. This includes Homebuyer Education, Financial Education, Foreclosure Prevention and Intervention as well as Individual Budget and Credit Counseling.
In addition, the agency provides Weatherization, Representative Payee Services, Emergency Utility Services, for Food Commodity programs as well. These programs are provided to the public to assist in gaining skills and tools to be successful.
