Georgia Department of Community Affairs

The Georgia Department of Community Affairs (DCA) is the State of Georgia's Housing Agency. DCA provides opportunities for Georgia's citizens to obtain safe, decent, affordable housing through a range of programs designed to foster new housing development, finance homeownership and encourage improved housing choices.

DCA helps Georgia families purchase homes by providing affordable mortgage financing, down payment assistance and homebuyer education through the Georgia Dream Homeownership Program.

Georgia Dream applicants are required to complete one of the following:

  • The eHome America online course, or
  • Individual housing counseling sessions with a housing counselor, or
  • An in-person home buyer education workshop

The individual housing counseling sessions and the in-person home buyer education course must be completed through a DCA-authorized or HUD approved housing counseling agency.
