Southeast Community Development Corporation

The Southeast Community Development Corporation (SECDC) was founded in 1973 as Southeast Development, Inc. (SDI), by SECO, the Southeast community Organization. SECO was formed to empower the neighborhoods of Southeast Baltimore by organizing around common quality of life issues, the foremost being the construction of a new Interstate Highway along the waterfront of Southeast Baltimore. SDI began its life by developing and construction community facilities as a grocery store, but quickly began to focus on housing, becoming a steady producer of affordable housing throughout the eighties and nineties.

SECDC operates a number of community revitalization programs in the Highlandtown area such as the Highlandtown Main Street District and the Highlandtown Arts and Entertainment District, and we partner with Healthy Neighborhoods, Inc. on four neighborhoods in SE Baltimore, including Greektown, Highlandtown and Patterson Park. Recently, with the assistance of the Baltimore Regional Neighborhood Initiative, we have begun working in the CARE, McElderry Park, and Madison East-End neighborhoods.

SECDC operates as one of the premier HUD approved non-profit housing counseling agencies in the Baltimore Metropolitan area. We offer full service financial and housing counseling services in English and Spanish.

Please email Southeast CDC to schedule a one on one housing counseling appointment. Email intake@southeastcdc.org and include a daytime phone number. Our wait for an appointment is generally between 7-10 business days. One on one housing counseling sessions are free to home buyers making less than $100,000. Buyers with household incomes of more than $100,000 will be charged $100 for 1:1 counseling. Payments can be made by cash, check or online payment at http://www.southeastcdc.org/home-buying-counseling.

For most programs in the State of Maryland, you must complete 6 hours of group education or on-line counseling and a 2 hour 1:1 counseling appointment with a housing counselor for an 8-hour certificate.

Our appointment times are Monday - Friday 8:30 AM, 10:00 AM, 1:00 and 3:00 PM. We have 4:00 PM appointments two days per week, but they are the first to fill up. We do not have evening or weekend appointments.

Please Note: The eHome America online course for Southeast CDC is only for buyers in Baltimore City. Baltimore County incentive program will not accept online education workshop certificate.
